Speaker: The Military Operations Research Society (MORS) Cost Analysis Community of Practice (CoP) will be hosting a virtual meeting on Wednesday, 24 March 2021 at 1200 hours (ET).  Capt Dakotah Hogan from the Air Force Cost Analysis Agency will be sharing his research on diminishing rates of learning.

In traditional learning curve theory, cost decreases by a constant percentage as the number of units doubles regardless of the number of units produced.  However, research has shown that, in some programs, learning rates slow or cease over time.  When learning rates diminish, traditional learning curves will underestimate the resources required at the beginning and end of production, likely resulting in cost overruns and a misallocation of funds.

This presentation will offer insight into the concept of diminishing rates of learning, introduce Boone’s Learning Curve Theory, and provide comparisons between the applications of traditional versus diminishing learning curves.
