Join the Cyber community on 26 April at 1200 ET! Our speaker will be Joe Weiss, presenting "Government and Industry Can’t Recognize What Are or Aren’t Control System Cyber Incidents."

Internet Protocol (IP) cyber incidents continue to be disclosed but there are very few disclosures of control system cyber incidents.  As an example, according to a survey of Canadian critical infrastructure senior management, in 2022 there were control system cyber incidents that caused equipment damage, environmental spills, and injured or killed employees and the general public.  The lack of disclosure of control system cyber incidents becomes an issue for the various industry cyber analysis centers such as the Energy Threat Analysis Center (ETAC) which depends on industry input on control system cyber incidents.  On the other hand, there have been control system cyber incidents that were identified as cyberattacks that weren’t; e.g., the 2021 incident at the Oldsmar, FL water treatment facility.  This is because there is no universally accepted definition of a control system cyber incident and lack of control system cyber security training on actual incidents for both the network and control system engineers.  The lack of identification and disclosure of control system cyber incidents  is an issue for the various industry cyber analysis centers such as the ETAC which depend on industry providing accurate information on control system cyber incidents.


Joe Weiss is an expert on control system cyber security. He has published over 80 papers on instrumentation and control systems, control system cyber security, book chapters on cyber security for electric substations, water/wastewater, data centers, and cyber policy, and authored Protecting Industrial Control Systems from Electronic Threats. He has amassed a database of more than 17 million control system incidents. He is an International Society of Automation (ISA) Fellow, Managing Director of ISA99, a Ponemon Institute Fellow, and an IEEE Senior Member. He was featured in Richard Clarke’s book Warning – Finding Cassandras to Stop Catastrophes. He has patents on instrumentation, control systems, and OT networks, is a registered professional engineer and has Critical Incident Stress Management (CISM) certification, as well as Certified in Risk and Information Systems Control (CRISC).
