Our speakers will be Dr. Eva Lee, Professor of Systems Engineering and Director for Center for Operations Research in Medicine & Healthcare, Georgia Institute of Technology, presenting "Pandemic effects upon vaccine distribution" with a Q&A by Dr. Doug Samuelson, President, and Chief Scientist, InfoLogix, Inc.
During a pandemic, decision-makers face resource and time constraints and must make smart mass vaccination strategies that protect people and achieve fast containments. Analyses must address evolving pathogen and disease spread, human behavior, resource logistics, and stochastic queueing for vaccination operations. A holistic systems approach that utilizes an optimal mixed strategy vaccine allocation and personal protection can significantly reduce the attack and mortality rates.
Dr. Eva Lee applies combinatorial optimization, math programming, game theory, and parallel computation to biological, medical, health systems, and logistics analyses. Her clinical decision-support systems (DSS) assist in disease diagnosis/prediction, treatment design, drug delivery, treatment and healthcare outcome analysis/prediction, and healthcare operations logistics. In logistics, she tackles operations planning and resource allocation, and her DSS address inventory control, vehicle dispatching, scheduling, transportation, telecom, portfolio investment, public health emergency treatment response, and facility location/planning. She has received numerous practice excellence awards, including the INFORMS Edelman Award on novel cancer therapeutics, the Wagner Prize on vaccine immunity prediction, and the Pierskalla Award on bioterrorism, emergency response and mass casualty mitigation. She is a fellow at INFORMS and AIMBE. Lee has served on NAE/NAS/IOM, NRC, NBSB, DTRA panel committees related to CBRN and WMD incidents, public health and medical preparedness, and healthcare systems innovation. She holds ten patents on medical systems and devices. Her work has been featured in the New York Times, London Times, disaster documentaries, and in other venues.
Douglas A. Samuelson has been President and Chief Scientist of InfoLogix, Inc. (Annandale VA) for 33 years. He has been a Federal policy analyst, consultant, high-tech entrepreneur and executive, patented inventor, and an adjunct and research faculty member at several universities. He has almost 300 publications and is a prolific columnist (“The ORacle”), feature writer and contributing editor for OR/MS Today and Analytics. His consulting and research focus on risk-advised decision-making, machine learning, cybersecurity, wargaming, health care policy, and disaster response and preparedness. His prescient wargame at MORSS 2016 explored the threat and implications of an epidemic. He is First Vice-Chair of the Health Service Agencies of Northern Virginia Advisory Board. A recipient of an Albert Nelson Marquis Lifetime Achievement Award (by Marquis Who’s Who), he holds a doctorate in Operations Research from The George Washington University and a B.A. in statistics from the University of California, Berkeley.
