Description: Ms. Jennifer Bowles from the Office of the Secretary of Defense Cost Assessment and Program Evaluation (OSD CAPE) will be discussing recent updates to the OSD CAPE Operating and Support (O&S) Cost-Estimating Guide as well as sharing her professional experience with O&S cost estimating.
Ms. Bowles is currently the Director of the Land and Naval Warfare Cost Analysis Division within OSD CAPE. Prior to accepting this position, she served as the Special Advisor to the Chief of Staff of the Air Force on F-35 O&S costs in the F-35 Integration Office. Before her role as Special Advisor, Ms. Bowles served as the Division Chief for O&S Costs at the Air Force Cost Analysis Agency.
For the majority of Department of Defense (DoD) weapons system programs, as well as acquisition programs in other Federal Agencies, O&S represents the largest cost contributor of the four life cycle phases: development, investment, O&S, and disposal. In fact, across some DoD commodity types, O&S contributes as much as 70%. Given the relative importance of O&S costs, OSD CAPE issued the O&S Cost-Estimating Guide to stress that significance and to provide advice on estimating and managing these costs.
