National Security Risk Analysis Community Meeting

The National Security Risk Analysis CoP will meet on 22 July at 1200 ET!. Our speaker will be Mr. Bruce Miller of Systems Planning Associates (SPA). Mr. Miller will share with us the work that he and his colleagues initially did for the Navy and which has since been adopted by several other Government and commercial organizations.

The High Consequence Event Prevention Framework (HCEPF) was initially developed for the Navy Strategic Systems Programs Office (SSPO) to help address organizational cultural/human element weaknesses similar to those clearly evident in the reactor accidents at Fukushima Daiichi and which contributed to that tragic event. 

HCPEF involves "an approach to strengthening an organization through strengthening its culture, through eliminating weak behaviors and building instead desirable, “risk-aware” behaviors", is "focused on organizations dealing with public risk technologies, organizations that would be expected to have strong technical foundations, but may have cultural weaknesses that could compromise that technical strength". 

It centers on "mitigating operational, technical, or programmatic risk through strengthening human behaviors". Its development was based on extensive research of a dozen major disasters including Fukushima and Deep Water Horizon. 

HCEPF has been implemented in the Navy SSPO and has since been introduced to a number of other military, government and commercial organizations.

Bruce is a graduate of the U.S. Naval Academy, and holds degrees from the MIT/Woods Hole Oceanographic Institution Joint Program. He retired from the Navy after commanding nuclear submarines and gaining expertise in strategic/nuclear policy, arms control, and countering WMD.  Bruce later served in the Bush 43 White House working on National/Homeland Security policy for all eight years of that Administration, with the last three years as the Vice President’s Assistant for Homeland Security.  He has been with SPA for twelve years since leaving the White House.
