Much has been written by policymakers and academics regarding whether deterrence is possible in cyberspace and, if it is, whether its dynamics are similar or different the dynamics in other domains. Yet we remain no closer to moving beyond a theoretical debate concerning its existence. To address this gap in the literature, we model a constituent characteristic of the cyber deterrence challenge – the trade-off between revealing and concealing clandestine cyber capabilities – using both survey and wargaming methods. In this presentation, we examine the state of the field and present a proposed game design to study this trade off.
Dr. Ruby Booth is a Principal Member of Technical Staff at Sandia National Labs, in Livermore California, where she works as a Cyber Systems Research Analyst. Her past research includes projects related to cybersecurity, risk assessment, hacker behavior, ethics, and cyber-focused decision making. Her formal education includes a PhD in Business Administration, a Masters in Management of Information Systems, and a Bachelors in Poetry. In addition, Ruby has two decades of game design experience in the hobby game industry.
Dr. Kiran Lakkaraju is a Principal Member of Technical Staff at Sandia National Laboratories in the Systems Research and Analysis group. He has a background in Artificial Intelligence and Modeling and Simulation which he is applying to leading efforts on designing, executing, and analyzing data from experimental wargaming. He is the principal investigator of a three year project to study cyber deterrence using experimental wargaming.
Dr. Andrew W. Reddie is a Senior member of technical staff at Sandia National Laboratories. Previously, he was a postdoctoral fellow at the University of California, Berkeley where he served in roles in the Department of Nuclear Engineering, Nuclear Policy Working Group, Center for Long-Term Cybersecurity, and Goldman School of Public Policy. Andrew is a Bridging the Gap Fellow, Hans J. Morgenthau Fellow, and Non-Resident Fellow at the Brute Krulak Center at the Marine Corps University.
