Join the MORS Cyber community on 15 February at 1200 ET! Our speaker will be Dr. Stephen Spey presenting "A Novel Model for Cyber Combat."

We have developed a novel model for cyber combat that allows us to explore the complex decision space of cyber warfighting. It uses abstract representations of elements of cyber combat to provide relevant insights to cyber combat without needing detailed information about the network or the entities involved. Its simple nature means that a simulation of combat between multiple combatants, each with multiple teams attempting to penetrate other combatants’ networks runs in minutes on a desktop computer. Using the model, we developed a statistical model of the interactions between network intruders and defenders and validated it with real-world data. From initial explorations with the model we have quantified different skill levels between network intruders and defenders, developed a basis for choosing force-level priorities and can compare the benefit of adding one more defensive measure to a network to the benefit of improving how effectively existing defensive measures are employed.

Dr. John Spey has been providing cyber analysis and operational support to Navy and other DOD sponsors for over 17 years. His work includes command and control, operation, and maintenance of IT systems; how systems, units, processes, and individuals defend critical DoD networks; linking policy and standards to improved operational outcomes; and integrating cyber operations into a wide range of military operations and forces. He has been an embedded analyst providing on-site full-time support to Commander Navy Network Warfare Command (NAVNETWARCOM), Commander Fleet Cyber Command (FCC), and the US Indo-Pacific Command’s Director for Command, Control, Communications, and Cyber (C4) (INDOPACOM J6). His research interests include applying commercial IT best practices to the DoD, foundational cyber doctrine, and leveraging IT and cyber for military benefit. He earned his PhD in Materials Science and Engineering from Johns Hopkins University in 2005.
